Adhesion is the issue
A new coat is only as reliable as the surface it is attached to. Polish can create a weak boundary layer.
Failure may be delayed
A floor can look good initially and later peel, flake or scratch unusually if adhesion was compromised.
Cleaning is not always enough
Ordinary mopping may remove soil without removing a film-forming polish.
Preparation before recoating
The surface should be evaluated, contamination removed when present, and the existing finish properly prepared.
When sanding becomes necessary
If contamination cannot be safely removed or the original finish is already badly damaged, full sanding may be the safer path.
